Rain in late December surprised residents, overwhelmed drains and flooded streets at the intersection of Howard Road and Schnoor Avenue and the area of Olive Plaza at Pine Street. The water subsided in most areas within a hour or two, assisted by portable pumps placed in lower areas by the city.
